Those people having a blast usually die a lot before scoring a kill they get to brag about to everybody else. They go through hundreds of engagements and don't get disappointed in pvp after only 3 or 4 bad runs. The fact that you have a frigate does not guarantee that you will go out and down interceptors or cruisers with it. You have to learn how to use it, the tactics of how to get people to engage under the terms where you'll win. You also have to learn about capabilities of other ships - what can you kill and what is best avoided. This does take months of practice and many losses and can be discouraging at first, but totally worth it in the end.
Level 4's make about 20 million ISK per hour, when you just start on them a bit less, when you have high sp and faction equipment a bit more than this. I would recommend you look into doing a bit of trading on the side. If you run missions in a decently populated hub chances are there are some things you can resell in station for profit. Great thing about trading is that it makes money while you sleep, you just have to log in once a day and spend about 15-20 minutes bumping your orders. And you can bump orders while you're running some easy missions combining two activities and making more ISK in process.
Since you have limited play time I would recommend you try out Red vs Blue for pvp (link to forum). These are two big corporations that base in empire space and have a mutual friendly war going. They encourage people flying cheaper ships and discourage podding. There are no requirements for joining and you can join them and leave any time. Many people would join for a few weeks, pvp, then leave for a few weeks to make isk. Corp bases are located 2 jumps away hence you don't need to roam through 20+ systems to find targets, which is great for somebody with limited play time.
My corporation also runs pvp classes which are open to the public to take (link to forum). Most take place on a weekend. The very beginning class is PVP-Basic. In it we teach the basics of pvp mechanics, some simple tactics and maneuvers, and for each class we have a roam where we take those attending out to 0.0 and just steamroll through several regions in a blob of cheap frigs (or other T1 ships depending on the class). This is also something you might want to try out.
